{"id":12111,"date":"2023-09-07T16:41:42","date_gmt":"2023-09-07T15:41:42","guid":{"rendered":"https:\/\/maritimafrica.com\/en\/?p=12111"},"modified":"2023-09-07T16:41:42","modified_gmt":"2023-09-07T15:41:42","slug":"advancing-a-developed-african-fisheries-and-aquaculture","status":"publish","type":"post","link":"https:\/\/maritimafrica.com\/en\/advancing-a-developed-african-fisheries-and-aquaculture\/","title":{"rendered":"Advancing a developed African Fisheries and Aquaculture"},"content":{"rendered":"<p><a href=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2023\/09\/20230906_102621.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-12112 size-full\" src=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2023\/09\/20230906_102621.jpg\" alt=\"\" width=\"600\" height=\"450\" srcset=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2023\/09\/20230906_102621.jpg 600w, https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2023\/09\/20230906_102621-300x225.jpg 300w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/a><\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-GB\" xml:lang=\"EN-GB\">The s<\/span>econd\u00a0<span lang=\"EN-GB\" xml:lang=\"EN-GB\">m<\/span>eeting of the\u00a0<span lang=\"EN-GB\" xml:lang=\"EN-GB\">r<\/span>evised African\u00a0<span lang=\"EN-GB\" xml:lang=\"EN-GB\">F<\/span>isheries Reform Mechanism\u00a0<span lang=\"EN-GB\" xml:lang=\"EN-GB\">(AFRM), \u00a0<\/span>Think Tank Executive Committee (TTEC) is currently underway\u00a0in Naivasha, Kenya.<\/p>\n<p style=\"text-align: justify;\">Th<span lang=\"EN-GB\" xml:lang=\"EN-GB\">e e<\/span>vent\u00a0organized by the African Union Interafrican Bureau for Animal Resources (AU-IBAR) in collaboration with AUDA-NEPAD<span lang=\"EN-GB\" xml:lang=\"EN-GB\">\u00a0seeks to\u00a0<\/span>review and enrich position papers and knowledge products that support sustainable fisheries and aquaculture across the African continent.<\/p>\n<p style=\"text-align: justify;\"><b>Institutionalizing a Value Chain Approach for\u00a0<\/b><b><span lang=\"EN-GB\" xml:lang=\"EN-GB\">a developed sector<\/span><\/b><\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-GB\" xml:lang=\"EN-GB\">AU-IBAR did a research on 53 AU Member States and reviewed best practices on fisheries and aquaculture and documented them.\u00a0<\/span>The findings\u00a0provided essential insights into the challenges and opportunities facing the sector<span lang=\"EN-GB\" xml:lang=\"EN-GB\">.<\/span><\/p>\n<p style=\"text-align: justify;\">The study revealed that many African countries currently lack fundamental institutions and management required to achieve the objectives set out in the African Union&#8217;s Policy Framework and Reform Strategy (PFRS). Long-term commitment is crucial for building human and institutional capacity and realizing PFRS outcomes. Public sector programs often have short lifespans, whereas long-term programs are required for sustained growth.<\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-GB\" xml:lang=\"EN-GB\">The effectiveness of governance in the fisheries and aquaculture sector, as well as the development of value chains, now significantly rely on the efficiency of regional fishery management organizations (RFMOs), agreements within Regional Economic Communities (RECs), and the implementation of certification schemes.<\/span><\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-GB\" xml:lang=\"EN-GB\">The study highlighted good examples of sustainable practices on fisheries and aquaculture that enhanced the creation of more stable jobs. These practices also led to economic growth, food and nutrition security was also enhanced. An analysis on what made the best practices a success were featured in a report by AU-IBAR.<\/span><\/p>\n<p style=\"text-align: justify;\">A comprehensive understanding of existing value chains, particularly in rapidly growing aquaculture sectors, is essential for designing effective interventions.\u00a0Collaboration between strong governance institutions, including national governments, regional fisheries bodies, and non-state actors, is pivotal for building robust fishery and aquaculture value chains.<\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-GB\" xml:lang=\"EN-GB\">It is important to note that women should be included in value chain development.\u00a0<\/span>Despite policies promoting equitable inclusion of women, they remain marginalized in the sector. Empowering women requires larger-scale interventions for equitable participation.<\/p>\n<p style=\"text-align: justify;\"><b>Best Practices Insights<\/b><\/p>\n<p style=\"text-align: justify;\">The initiatives aimed at unleashing the potential of fisheries and aquaculture value chains, as observed, encompassed the following:<\/p>\n<ul style=\"text-align: justify;\">\n<li><span lang=\"EN-US\" xml:lang=\"EN-US\">F<\/span>ostering commercial mentorships and partnerships for emerging aquaculture ventures<\/li>\n<li><span lang=\"EN-GB\" xml:lang=\"EN-GB\">E<\/span>stablishment of industry associations<\/li>\n<li><span lang=\"EN-GB\" xml:lang=\"EN-GB\">G<\/span>overnment\u00a0backing for crucial infrastructure, blue financing, designated environmentally friendly land and water access for aquaculture<\/li>\n<li><span lang=\"EN-GB\" xml:lang=\"EN-GB\">O<\/span>versight by standards organizations<\/li>\n<li><span lang=\"EN-GB\" xml:lang=\"EN-GB\">E<\/span>nsuring coherent and synchronized trade tariffs, business permits, and taxation.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">The overarching policy lesson emphasizes the promotion of both vertical and horizontal integration and collaboration when constructing these value chains. Various tools, including the Blue Economy and the Ecosystem Approach, coupled with regional cooperation facilitated by regional fishery and ecosystem management organizations and regional economic communities, alongside non-state actor associations, play pivotal roles in this endeavor.<\/p>\n<p style=\"text-align: justify;\"><b>Unlocking Success through Collaboration<\/b><\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-GB\" xml:lang=\"EN-GB\">The\u00a0<\/span>collaborative effort between the public sector, private industry, and local communities<span lang=\"EN-GB\" xml:lang=\"EN-GB\">\u00a0was the over-arching best practices in the countries.\u00a0<\/span>Historically, interventions in aquaculture and fisheries primarily relied on the public sector, focusing on regulations and technical issues. However, a shift is occurring towards a more integrated value chain approach and a blue economy perspective. This transformation involves multiple stakeholders, both public and non-state actors, working together to drive growth in the sector.<\/p>\n<p style=\"text-align: justify;\">To achieve this approach&#8217;s widespread success, more explicit policies, advocacy, and projects are essential. Empowering initiatives include commercial mentorship programs, industry associations, government support for critical infrastructure, standards organizations, and harmonized trade tariffs. These strategies promote vertical and horizontal integration, utilizing tools such as the Blue Economy and the Ecosystem Approach. Regional cooperation through fishery and ecosystem management organizations and economic communities plays a crucial role in driving progress.<\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-GB\" xml:lang=\"EN-GB\">T<\/span>he Director of AU-IBAR, Dr. Huyam Salih<span lang=\"EN-GB\" xml:lang=\"EN-GB\">\u2019s speech highlighted th<\/span>e significance of the event in advancing the socio-economic development of Africa through fisheries and aquaculture.\u00a0The\u00a0collaborative nature of the African Fisheries Reform Mechanism (AFRM) and its role in promoting governance and policy coherence in the sector\u00a0was lauded. She highlighted the transformation of the AFRM during the FishGov2 project, with a focus on the revised Think Tank Executive Committee<span lang=\"EN-GB\" xml:lang=\"EN-GB\">: \u201cIt is everyone\u2019s responsibility to\u00a0<\/span>accelerat<span lang=\"EN-GB\" xml:lang=\"EN-GB\">e\u00a0<\/span>the implementation of activities to achieve common goals.<span lang=\"EN-GB\" xml:lang=\"EN-GB\">\u201d<\/span><\/p>\n<p style=\"text-align: justify;\">Through collaboration, shared responsibility, and an institutionalized value chain approach,\u00a0<span lang=\"EN-GB\" xml:lang=\"EN-GB\">the fisheries and aquaculture will\u00a0<\/span>create sustainable livelihoods, economic growth, and improved food security for millions of Africans.
