{"id":17758,"date":"2025-04-14T13:52:05","date_gmt":"2025-04-14T12:52:05","guid":{"rendered":"https:\/\/maritimafrica.com\/en\/?p=17758"},"modified":"2025-04-14T13:52:05","modified_gmt":"2025-04-14T12:52:05","slug":"imo-approves-net-zero-regulations-for-global-shipping","status":"publish","type":"post","link":"https:\/\/maritimafrica.com\/en\/imo-approves-net-zero-regulations-for-global-shipping\/","title":{"rendered":"IMO approves net-zero regulations for global shipping"},"content":{"rendered":"<p><a href=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2025\/04\/c49a47c51b144308a4f948ee8e882b17.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-17759 alignright\" src=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2025\/04\/c49a47c51b144308a4f948ee8e882b17.jpg\" alt=\"\" width=\"498\" height=\"280\" srcset=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2025\/04\/c49a47c51b144308a4f948ee8e882b17.jpg 580w, https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2025\/04\/c49a47c51b144308a4f948ee8e882b17-300x169.jpg 300w\" sizes=\"auto, (max-width: 498px) 100vw, 498px\" \/><\/a><\/p>\n<div class=\"summary\">\n<p style=\"text-align: justify;\"><strong>Draft regulations will set mandatory marine fuel standard and GHG emissions pricing for shipping to address climate change.<\/strong><\/p>\n<\/div>\n<div class=\"body\">\n<p style=\"text-align: justify;\">The International Maritime Organization (IMO) has achieved another step towards establishing a legally binding framework to reduce greenhouse gas (GHG) emissions from ships globally, aiming for net-zero emissions by or around, i.e close to 2050.<\/p>\n<p style=\"text-align: justify;\">The IMO Net-zero Framework is the\u202ffirst in the world to combine mandatory emissions limits and GHG pricing across an entire industry sector.<\/p>\n<p style=\"text-align: justify;\">Approved by the Marine Environment Protection Committee during its 83rd session (MEPC 83) from 7\u201311 April 2025, the measures include a new fuel standard for ships and a global pricing mechanism for emissions.<\/p>\n<p style=\"text-align: justify;\">These measures, set to be formally adopted in October 2025\u00a0before entry into force in 2027, will become mandatory for large ocean-going ships over 5,000 gross tonnage, which emit 85% of the total CO<sub>2<\/sub>\u00a0emissions from international shipping.<\/p>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/www.imo.org\/en\/MediaCentre\/SecretaryGeneral\/Pages\/MEPC-83-Closing-remarks.aspx\">Closing the meeting<\/a>, IMO Secretary-General Mr. Arsenio Dominguez commended the spirit of cooperation and commitment demonstrated by Member States this week. He stated:<\/p>\n<p style=\"text-align: justify;\">\u201cThe approval of draft amendments to MARPOL Annex VI mandating the IMO net-zero framework represents another significant step in our collective efforts to combat climate change, to modernize shipping and demonstrates that IMO delivers on its commitments.<\/p>\n<p style=\"text-align: justify;\">\u201cNow, it is important to continue working together, engaging in dialogue and listening to one another, if we are to create the conditions for successful adoption.\u201d<\/p>\n<p style=\"text-align: justify;\"><strong>Key elements of the IMO Net-Zero Framework\u00a0<\/strong><\/p>\n<p style=\"text-align: justify;\">The IMO Net-Zero Framework will be included in a new Chapter 5 of Annex VI (Prevention of air pollution from ships) to the International Convention for the Prevention of Pollution from Ships (<a href=\"https:\/\/www.imo.org\/en\/about\/Conventions\/Pages\/International-Convention-for-the-Prevention-of-Pollution-from-Ships-%28MARPOL%29.aspx\">MARPOL<\/a>).<\/p>\n<p style=\"text-align: justify;\">MARPOL Annex VI currently has 108 Parties, covering 97% of the world\u2019s merchant shipping fleet by tonnage, and already includes mandatory\u00a0<a href=\"https:\/\/www.imo.org\/en\/MediaCentre\/HotTopics\/Pages\/EEXI-CII-FAQ.aspx\">energy efficiency requirements<\/a>\u00a0for ships.<\/p>\n<p style=\"text-align: justify;\">The goal is to achieve the climate targets set out in the\u00a0<a href=\"https:\/\/www.imo.org\/en\/OurWork\/Environment\/Pages\/2023-IMO-Strategy-on-Reduction-of-GHG-Emissions-from-Ships.aspx\">2023 IMO Strategy on the Reduction of GHG Emissions from Ships<\/a>, accelerate the introduction\u00a0of zero and near zero GHG fuels, technologies and energy sources, and support a just and equitable transition.<\/p>\n<p style=\"text-align: justify;\">Under the draft regulations, ships will be required to comply with:<\/p>\n<ol style=\"text-align: justify;\">\n<li><strong>Global fuel standard<\/strong>: Ships must reduce, over time, their annual greenhouse gas fuel intensity (GFI) \u2013 that is, how much GHG is emitted for each unit of energy used. This is calculated using a well-to-wake approach.<\/li>\n<li><strong>Global economic measure<\/strong>: Ships emitting above GFI thresholds will have to acquire remedial units to balance its deficit emissions, while those using zero or near-zero GHG technologies will be eligible for financial rewards.<\/li>\n<\/ol>\n<p style=\"text-align: justify;\"><strong>Ensuring compliance\u00a0\u00a0<\/strong><\/p>\n<p style=\"text-align: justify;\">There will be two levels of compliance with GHG Fuel Intensity targets: a Base Target and a\u202fDirect Compliance Target at which ships would be eligible to earn \u201csurplus units\u201d.<\/p>\n<p style=\"text-align: justify;\">Ships that emit above the set thresholds can balance their emissions deficit by:<\/p>\n<ul style=\"text-align: justify;\">\n<li>Transferring surplus units from other ships;<\/li>\n<li>Using surplus units they have already banked;<\/li>\n<li>Using remedial units acquired through contributions to the IMO Net-Zero Fund.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>IMO Net-Zero Fund\u00a0<\/strong><\/p>\n<p style=\"text-align: justify;\">The IMO Zet-Zero Fund will be established to collect pricing contributions from emissions. These revenues will then be disbursed to:<\/p>\n<ul style=\"text-align: justify;\">\n<li>Reward low-emission ships;<\/li>\n<li>Support innovation, research, infrastructure and just transition initiatives in developing countries;<\/li>\n<li>Fund training, technology transfer and capacity building to support the IMO GHG Strategy; and<\/li>\n<li>Mitigate negative impacts on vulnerable States, such as Small Island Developing States and Least Developed Countries.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>Next steps\u00a0<\/strong><\/p>\n<p style=\"text-align: justify;\">Upon approval, the draft amendments to MARPOL Annex VI will be formally circulated to IMO Member States, followed by:<\/p>\n<ul style=\"text-align: justify;\">\n<li><strong>October 2025 (MEPC\/ES.2)<\/strong>:\u202fAdoption of the amendments during an extraordinary session of the Marine Environment Protection Committee.<\/li>\n<li><strong>Spring 2026 (MEPC 84)<\/strong>:\u202fApproval of detailed implementation guidelines.<\/li>\n<li><strong>2027<\/strong>:\u202fExpected entry into force, 16 months after adoption (in accordance with MARPOL articles).<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>Other MEPC 83 outcomes\u00a0<\/strong><\/p>\n<p style=\"text-align: justify;\">The meeting discussed a range of issues related to protecting the marine environment from shipping activities, with the following key outcomes:<\/p>\n<ul style=\"text-align: justify;\">\n<li>Adoption of 2025 Action Plan to combat marine plastic litter;<\/li>\n<li>Progress in the review of the Ballast Water Management Convention;<\/li>\n<li>Approval of a proposal to designate the North-East Atlantic as an Emission Control Area and agreement in principle to designate two new Particularly Sensitive Sea Areas off South America\u2019s Pacific coast;<\/li>\n<li>Approval of the draft Work plan on the development of a regulatory framework for the use of Onboard Carbon Capture Storage systems (OCCS)<\/li>\n<li>Approval of draft amendments to regulation 27 of MARPOL Annex VI regarding accessibility of the IMO Data Collection System<\/li>\n<li>Adoption of amendments to the 2021 Guidelines on the operational carbon intensity reduction factors relative to reference lines (CII reduction factors guidelines, G3)<\/li>\n<li>Approval of a new output to develop a legally binding framework on biofouling management, to prevent the spread of harmful invasive aquatic species<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">A full meeting summary will be provided soon.<\/p>\n<p>Source : IMO<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Draft regulations will set mandatory marine fuel standard and GHG<\/p>\n","protected":false},"author":1,"featured_media":17759,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_eb_attr":"","_jetpack_newsletter_access":"","_jetpack_dont_email_post_to_subs":false,"_jetpack_newsletter_tier_id":0,"_jetpack_memberships_contains_paywalled_content":false,"_jetpack_memberships_contains_paid_content":false,"footnotes":""},"categories":[40,2495,442],"tags":[2687,2162,1308,31,32,1297,1388,45,3077],"class_list":["post-17758","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-blog","category-decarbonization","category-news","tag-daily-news","tag-decarbonization","tag-international-maritime-organization-imo","tag-maritimafrica","tag-maritime","tag-maritime-industry-en","tag-news","tag-shipping-en","tag-zero-emissions"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.5 -
