This includes provisions related to control and compliance measures.<\/p>\n<p style=\"text-align: justify;\">Seventeen participants representing a cross-section of national maritime agencies* engaged in discussions on the obligations of flag, port, and coastal States under the ISPS Code. The workshop also covered\u00a0IMO&#8217;s guidance for the development of\u00a0national maritime security legislation (<a href=\"https:\/\/wwwcdn.imo.org\/localresources\/en\/MediaCentre\/PublishingImages\/Lists\/HomepageWhatsNew\/EditForm\/MSC.1-Circ.1525%20-%20Guidance%20For%20The%20Development%20Of%20National%20Maritime%20Security%20Legislation%20(Secretariat).pdf\">MSC.1\/Circ.1525<\/a>).<\/p>\n<p style=\"text-align: justify;\">&#8220;Kenya has made significant strides in enhancing maritime security by establishing a robust maritime security governance framework, with invaluable support from the IMO. This progress has strengthened national coordination, improved response capabilities, and positioned Kenya as a key leader in promoting maritime safety and security in the region,\u201d said Maj. (Rtd) George Okong\u2019o, Head of Marine Casualty Investigations and Security, speaking\u00a0on behalf of the\u00a0Principal Secretary at the State Department for Shipping and Maritime within the Ministry of Mining, Blue Economy and Maritime Affairs.<\/p>\n<p style=\"text-align: justify;\">A strong legal framework aligned with IMO instruments (such as\u00a0<a href=\"https:\/\/www.imo.org\/en\/OurWork\/Security\/Pages\/SOLAS-XI-2%20ISPS%20Code.aspx\">SOLAS Chapter XI-2 and the ISPS Code<\/a>) provides the necessary legal basis for the development and implementation of Kenya\u2019s National Maritime Security Strategy.<\/p>\n<p style=\"text-align: justify;\">\u201cWe are confident that by working together, we can build a solid legal and institutional foundation to support long-term improvements in maritime safety and security. In this regard, IMO is pleased to support the Government of Kenya in the development of its National Maritime Security Strategy &#8211; a vital initiative that is set to commence shortly,\u201d said IMO\u2019s Kiruja Micheni.<\/p>\n<p style=\"text-align: justify;\">This workshop is a follow up to the\u00a0<a href=\"https:\/\/www.imo.org\/en\/MediaCentre\/Pages\/WhatsNew-1989.aspx\">first legal workshop<\/a>\u00a0held on 31 October \u2013 3 November 2023 and is part of the EU-funded project on Port Security and Safety of Navigation in Eastern and Southern Africa and the Indian Ocean (&#8220;<a href=\"https:\/\/www.imo.org\/en\/OurWork\/Security\/Pages\/Port-Security-Project.aspx\">Port Secuirty Project<\/a>&#8220;).
