We must now move beyond the statements and turn those words into real, measurable action. That will take all stakeholders coming together, sharing information, and aligning actions to bridge differences and drive progress.\u201d<\/p>\n<\/blockquote>\n<p style=\"text-align: justify;\">Mr. Dominguez led an IMO delegation to Nice to highlight the work being done in the maritime sector to combat marine plastic pollution, protect biodiversity from invasive aquatic species introduced by ships, tackle underwater-radiated noise and decarbonize the maritime sector.<\/p>\n<blockquote>\n<p style=\"text-align: justify;\">\u201cIMO has a strong, decades-long history of driving regulatory action to protect the marine environment from harmful impacts of shipping, backed by targeted technical support to Member States. We can play a central role in moving this agenda forward,\u201d he emphasized.<\/p>\n<\/blockquote>\n<p style=\"text-align: justify;\">The\u00a0<a href=\"https:\/\/docs.un.org\/A\/CONF.230\/2025\/L.1\">outcome document<\/a>\u00a0from the UN Ocean Conference recognized the critical role of maritime transport, maritime routes and marine infrastructure in the global economy, trade, food and energy security, as well as the significant challenges of reducing GHG emissions in this sector.<\/p>\n<h4 style=\"text-align: justify;\">Underwater radiated noise<\/h4>\n<p style=\"text-align: justify;\">During the conference, IMO welcomed the launch of the High Ambition Coalition for a Quiet Ocean \u2013 a group of 37 countries led by Canada and Panama committed to tackling underwater noise pollution.<\/p>\n<p style=\"text-align: justify;\">An\u00a0<a href=\"https:\/\/www.imo.org\/en\/MediaCentre\/Pages\/WhatsNew-2271.aspx\">official side event<\/a>\u00a0co-organized by IMO with the Governments of France Costa Rica and South Africa highlighted IMO\u2019s work on this issue, including:<\/p>\n<ul style=\"text-align: justify;\">\n<li><a href=\"https:\/\/wwwcdn.imo.org\/localresources\/en\/Documents\/MEPC.1-Circ.906%20-%20Revised%20Guidelines%20For%20The%20Reduction%20Of%20Underwater%20Radiated%20NoiseFrom%20Shipping%20To%20Address...%20%28Secretariat%29.pdf\">Revised\u00a0<\/a><em><a href=\"https:\/\/wwwcdn.imo.org\/localresources\/en\/Documents\/MEPC.1-Circ.906%20-%20Revised%20Guidelines%20For%20The%20Reduction%20Of%20Underwater%20Radiated%20NoiseFrom%20Shipping%20To%20Address...%20%28Secretariat%29.pdf\">Guidelines<\/a>\u00a0for the reduction of underwater radiated noise (URN) from commercial shipping<\/em>\u00a0adopted in 2023;<\/li>\n<li><strong>IMO Action Plan on Underwater Radiated Noise<\/strong>\u00a0adopted in 2024, focusing on developing targets, policies and research, as well as an experience-building phase (EBP) for Member States to share lessons learned from implementing the revised guidelines;<\/li>\n<li><strong>Technical support to Member States<\/strong>\u00a0through the\u00a0<a href=\"https:\/\/glonoise.imo.org\/\">GloNoise Partnership Project<\/a>, currently being implemented by IMO, UNDP and GEF. It supports six countries to develop capacity, raise awareness, establish baselines and advance policy dialogue on underwater radiated noise.<\/li>\n<\/ul>\n<h4 style=\"text-align: justify;\">Invasive aquatic species<\/h4>\n<p style=\"text-align: justify;\">IMO is actively addressing the threat of invasive species which accumulate on ships\u2019 hulls (known as biofouling) and get transferred to new marine ecosystems.<\/p>\n<p style=\"text-align: justify;\">During\u00a0<a href=\"https:\/\/www.imo.org\/en\/MediaCentre\/Pages\/WhatsNew-2272.aspx\">a side event<\/a>\u00a0co-organized by IMO with the Governments of Norway and Fiji, speakers showcased regulatory and technical support actions in this area, including:<\/p>\n<ul style=\"text-align: justify;\">\n<li><strong>New legally binding global regulatory framework on biofouling management<\/strong>, currently in development for possible adoption in 2027.<\/li>\n<li><strong>Biofouling guidelines issued to the industry<\/strong>, including the\u00a0<em><a href=\"https:\/\/wwwcdn.imo.org\/localresources\/en\/KnowledgeCentre\/IndexofIMOResolutions\/MEPCDocuments\/MEPC.378%2880%29.pdf\">2023 Guidelines for the control and management of ships&#8217; biofouling<\/a><\/em>;<\/li>\n<li><strong>Technical assistance to support Member States<\/strong>\u00a0via the\u00a0<a href=\"https:\/\/testbiofouling.imo.org\/\">TEST Biofouling Project\u00a0<\/a>(IMO-NORAD) which promotes the adoption of innovative biofouling management technologies; and the\u00a0<a href=\"https:\/\/www.glofouling.imo.org\/\">GloFouling Partnerships Project<\/a>\u00a0(GEF-UNDP-IMO) supporting the implementation of the IMO Biofouling Guidelines;<\/li>\n<li><strong>Global Industry Alliance (GIA) for Marine Biosafety<\/strong>, bringing together committed leaders from ocean-based industries to support IMO climate and ocean action via improved biofouling management.<\/li>\n<\/ul>\n<h4 style=\"text-align: justify;\">Marine plastic pollution<\/h4>\n<p style=\"text-align: justify;\">IMO\u2019s International Convention for the Prevention of Pollution from Ships (<a href=\"https:\/\/www.imo.org\/en\/about\/Conventions\/Pages\/International-Convention-for-the-Prevention-of-Pollution-from-Ships-%28MARPOL%29.aspx\">MARPOL<\/a>, Annex V) prohibits the discharge into the marine environment of most types of garbage from ships, including plastics, and outlines standards for waste management. The\u00a0<a href=\"https:\/\/www.imo.org\/en\/OurWork\/Environment\/Pages\/London-Convention-Protocol.aspx\">London Convention<\/a>\/Protocol bans deliberate dumping of wastes at sea.<\/p>\n<p style=\"text-align: justify;\">In line with this, the IMO is taking the following initiatives:<\/p>\n<ul style=\"text-align: justify;\">\n<li><strong>IMO Strategy and\u00a0<\/strong><strong>2025 Action Plan to Address Marine Plastic Litter from Ships<\/strong>\u00a0aims to reduce plastic pollution from vessels, improve port waste facilities, improve awareness and training of seafarers, and strengthen international cooperation;<\/li>\n<li><strong>Technical assistance<\/strong>\u00a0provided by the\u00a0<a href=\"https:\/\/www.imo.org\/en\/OurWork\/PartnershipsProjects\/Pages\/OceanLitter-Programme.aspx\">OceanLitter Programme<\/a>\u00a0(IMO-FAO) including three key projects &#8211; GloLitter, RegLitter\u00a0and PRO-SEAS.
