They must build resilience, not deepen vulnerability.\u201d<\/p>\n<h4 style=\"text-align: justify;\">Trade routes in flux<\/h4>\n<p style=\"text-align: justify;\">Political tensions, new tariffs, shifting trading patterns and reconfigured shipping lanes are reshaping the geography of maritime trade.<\/p>\n<p style=\"text-align: justify;\">The United States of America and several trading partners have announced policy measures, including new tariffs and port fees in the US for certain foreign-built or foreign-operated vessels. These measures may further affect shipping costs and routes.<\/p>\n<p style=\"text-align: justify;\">The result is more rerouting, skipped port calls, longer journeys and ultimately increased costs. Energy shipping is also in transition: Coal and oil volumes are under pressure from decarbonization efforts, while gas trade continues to expand.<\/p>\n<p style=\"text-align: justify;\"><a title=\"Critical minerals\" href=\"https:\/\/unctad.org\/topic\/commodities\/critical-minerals\" data-entity-type=\"node\" data-entity-uuid=\"80a42b21-cceb-4f54-bd45-571c341cd58f\" data-entity-substitution=\"canonical\">Critical minerals<\/a>\u00a0\u2014 essential for batteries, renewable energy and the digital economy as a whole \u2014 are becoming a new source of tension in global trade, with competition to secure supplies and add value domestically. Maritime logistics are key for developing countries in seizing\u00a0<a href=\"https:\/\/sdgpulse.unctad.org\/critical-minerals\/\">critical minerals opportunities<\/a>.<\/p>\n<p><a href=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2025\/10\/critical-minerals-on-the-move-rising-demand-boosts-maritime-trade-.png\"><img loading=\"lazy\" decoding=\"async\" 2024 Red Sea crisis driving a surge that year, while ongoing geopolitical tensions in 2025 raise concerns about potential spillovers that could disrupt shipping activity in the Strait of Hormuz.<\/p>\n<p><a href=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2025\/10\/shipping-lanes-under-strain.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full developing countries the hardest, particularly\u00a0<a title=\"Small island developing states\" href=\"https:\/\/unctad.org\/topic\/small-island-developing-states\" data-entity-type=\"node\" data-entity-uuid=\"714da174-5a43-4028-8945-570b3978019e\" data-entity-substitution=\"canonical\">small island developing states<\/a>\u00a0and\u00a0<a title=\"Least developed countries\" href=\"https:\/\/unctad.org\/topic\/least-developed-countries\" data-entity-type=\"node\" data-entity-uuid=\"a7044a24-b0b5-4ed1-afa2-1b197870df5e\" data-entity-substitution=\"canonical\">least developed countries<\/a>.<\/p>\n<p><a href=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2025\/10\/stormy-seas-container-freight-rates-surge-and-fluctuate-amid-disruptions.png\"><img 1220px\" \/><\/a><\/p>\n<p style=\"text-align: justify;\">UNCTAD calls for targeted measures to mitigate transport cost increases, strengthen port performance, advance trade facilitation and improve predictability in trade policies.<\/p>\n<h4 style=\"text-align: justify;\">Ports need to adapt and scale up efficiency<\/h4>\n<p style=\"text-align: justify;\">Ports are under strain from disruptions, leading to congestion and longer waiting times.<\/p>\n<p><a href=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2025\/10\/ports-under-pressure-waiting-times-climb-as-ships-reroute.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-18793\" src=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2025\/10\/ports-under-pressure-waiting-times-climb-as-ships-reroute.png\" alt=\"\" width=\"1220\" height=\"1112\" \/><\/a><\/p>\n<p style=\"text-align: justify;\">They also face the need to invest in cleaner, more efficient and smarter operations. Digital systems \u2014 such as maritime single windows and port community systems \u2014 are helping some countries cut costs and delays, but many developing economies still lag.<\/p>\n<p style=\"text-align: justify;\">UNCTAD urges governments to implement global commitments on\u00a0<a title=\"Trade facilitation\" href=\"https:\/\/unctad.org\/topic\/transport-and-trade-logistics\/trade-facilitation\" data-entity-type=\"node\" data-entity-uuid=\"260c4918-9c92-44ae-b6e7-064cb9f09e40\" data-entity-substitution=\"canonical\">trade facilitation<\/a>\u00a0and automation, and expand public\u2013private partnerships in port operations. As digitalization advances, cybersecurity emerges as a critical priority.<\/p>\n<h4 style=\"text-align: justify;\">Climate challenge: greening the fleet<\/h4>\n<p style=\"text-align: justify;\">Shipping\u2019s greenhouse gas emissions (GHG) rose by 5% in 2024. Only 8% of the world fleet\u2019s tonnage is equipped to use alternative fuels, and ship recycling rates remain low. The International Maritime Organization\u2019s Net-Zero Framework \u2014 expected to be considered for adoption in October 2025 \u2014 will set a global fuel standard and introduce a GHG pricing mechanism from 2028, with a fund to potentially support developing countries.<\/p>\n<p><a href=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2025\/10\/rerouting-s-climate-cost-longer-routes-have-increased-carbon-emissions.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-18794\" src=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2025\/10\/rerouting-s-climate-cost-longer-routes-have-increased-carbon-emissions.png\" alt=\"\" width=\"1220\" height=\"1082\" srcset=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2025\/10\/rerouting-s-climate-cost-longer-routes-have-increased-carbon-emissions.png 1220w, https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2025\/10\/rerouting-s-climate-cost-longer-routes-have-increased-carbon-emissions-300x266.png 300w, https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2025\/10\/rerouting-s-climate-cost-longer-routes-have-increased-carbon-emissions-1024x908.png 1024w, https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2025\/10\/rerouting-s-climate-cost-longer-routes-have-increased-carbon-emissions-768x681.png 768w\" sizes=\"auto, (max-width: 1220px) 100vw, 1220px\" \/><\/a><\/p>\n<p style=\"text-align: justify;\">Ship recycling will need to accelerate while upholding sustainable ship recycling practices. The Hong Kong Convention on safe and environmentally sound ship recycling entered into force in June 2025, covering 90% of the global recycling market.<\/p>\n<p style=\"text-align: justify;\">UNCTAD warns that decarbonizing maritime transport will entail significant costs, including fleet renewal, port adaptation and alternative fuel infrastructure. Clear regulatory signals, greater investment and cooperation among governments, industry and financial actors will be essential to driving the transition.<\/p>\n<h4 style=\"text-align: justify;\">Human side of shipping<\/h4>\n<p style=\"text-align: justify;\">The Review of Maritime Transport also highlights the need to protect seafarers\u2019 rights, as cases of abandonment hit a record in 2024. Amendment to the Maritime Labour Convention entering into force in 2027 will strengthen their rights to repatriation and shore leave, but effective enforcement is needed.<\/p>\n<p style=\"text-align: justify;\">Policy priorities outlined by UN Trade and Development include:<\/p>\n<ul>\n<li style=\"text-align: justify;\"><strong>Stabilizing trade policies<\/strong>\u00a0to reduce uncertainty and keep supply chains flowing.<\/li>\n<li style=\"text-align: justify;\"><strong>Investing in sustainable, green and resilient infrastructure<\/strong>\u00a0for ports and shipping.<\/li>\n<li style=\"text-align: justify;\"><strong>Promoting digitalization<\/strong>\u00a0to improve efficiency and transparency while ensuring cybersecurity.<\/li>\n<li style=\"text-align: justify;\"><strong>Accelerating fleet renewal<\/strong>\u00a0and modernization to meet climate goals and promote sustainable ship recycling.<\/li>\n<li style=\"text-align: justify;\"><strong>Protecting vulnerable economies<\/strong>\u00a0from the worst impacts of higher shipping costs.<\/li>\n<\/ul>\n<p>Source :
