It reveals that 121 vessels were boarded, four vessels were hijacked and two fired upon as well as 10 attempted attacks.<\/p>\n<p style=\"text-align: justify;\">While\u00a0most\u00a0reported incidents in 2025 were categorised as low level, violence against crew continues,\u00a0with\u00a046 crew members\u00a0taken hostage\u00a0in 2025\u00a0compared to\u00a0126\u00a0in 2024\u00a0and\u00a073\u00a0in 2023.\u00a0Twenty-five\u00a0crew were reported kidnapped, compared to 12\u00a0in 2024\u00a0and\u00a014\u00a0in 2023. A further 10\u00a0crew were threatened, four injured and three assaulted\u00a0in 2025.<\/p>\n<p style=\"text-align: justify;\">The\u00a0reported\u00a0use of\u00a0guns\u00a0continues\u00a0to rise. In\u00a02025,\u00a0they\u00a0were reported in 42 incidents compared to 26 in\u00a02024. Knives were reported in\u00a033 incidents\u00a0in 2025, compared to\u00a039\u00a0incidents in 2024.<\/p>\n<p style=\"text-align: justify;\">ICC Secretary General John W.H. Denton AO said:<\/p>\n<p style=\"text-align: justify;\"><strong>\u201cMaritime trade\u00a0remains\u00a0a cornerstone of real economic activity and growth.\u00a0The rise\u00a0in reported maritime incidents highlights\u00a0the importance of protecting seafarers\u00a0and securing key shipping routes not only for crew safety, but for the stability of global supply chains and the economies that depend on them. Ensuring safe passage at sea requires sustained cooperation, with regional and international partners working together to safeguard maritime commerce.\u201d<\/strong><\/p>\n<h2 class=\"wp-block-heading has-h-3-font-size\" style=\"text-align: justify;\"><strong>Piracy off Somali coast\u00a0contained by naval presence<\/strong><\/h2>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2026\/01\/icc-imbpiracy-incidents-2021-2025-e1768406475759.webp\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-19654 \" src=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2026\/01\/icc-imbpiracy-incidents-2021-2025-e1768406475759-291x300.webp\" alt=\"\" width=\"388\" height=\"400\" srcset=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2026\/01\/icc-imbpiracy-incidents-2021-2025-e1768406475759-291x300.webp 291w, https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2026\/01\/icc-imbpiracy-incidents-2021-2025-e1768406475759-768x791.webp 768w, https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2026\/01\/icc-imbpiracy-incidents-2021-2025-e1768406475759.webp 994w\" sizes=\"auto, (max-width: 388px) 100vw, 388px\" \/><\/a> <a href=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2026\/01\/icc-imbpiracy-total-incident-region-e1768406727557.webp\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-19653 alignright\" src=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2026\/01\/icc-imbpiracy-total-incident-region-e1768406727557-295x300.webp\" alt=\"\" width=\"388\" height=\"395\" srcset=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2026\/01\/icc-imbpiracy-total-incident-region-e1768406727557-295x300.webp 295w, https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2026\/01\/icc-imbpiracy-total-incident-region-e1768406727557-768x780.webp 768w, https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2026\/01\/icc-imbpiracy-total-incident-region-e1768406727557.webp 1008w\" sizes=\"auto, (max-width: 388px) 100vw, 388px\" \/><\/a>Although only a small number of incidents were reported off the Somali coast in 2025, two incidents in November took place far from shore, showing that Somali pirate groups still\u00a0have the ability to\u00a0operate\u00a0at range. In both cases, well-prepared crews, together with the swift response of naval forces, ensured the safety of the vessels and their crews.<\/p>\n<p style=\"text-align: justify;\">The lack of a broader resurgence in Somali piracy continues to reflect the strong deterrent effect of sustained naval presence, supported by vessel hardening and the use of best management practices. IMB acknowledges\u00a0active patrolling and robust responses to piracy\u00a0by naval forces\u00a0and encourages their continued presence in these waters.<\/p>\n<p style=\"text-align: justify;\">The Gulf of Guinea\u00a0also\u00a0saw\u00a0another year of restricted\u00a0piracy\u00a0activity,\u00a0thanks to the\u00a0efforts of the\u00a0Gulf of Guinea\u00a0authorities.\u00a0Twenty-one incidents were reported in 2025, compared with 18 in 2024, and 22 in 2023.<\/p>\n<p style=\"text-align: justify;\">Efforts\u00a0to curb incidents\u00a0require further coordination and strengthening to reduce violence against crew members\u00a0said the report. In 2025, the region accounted for the kidnapping of 23 crew in four separate incidents, along with three hostages and one injured crew.<\/p>\n<p style=\"text-align: justify;\">IMB Director Michael Howlett said:<\/p>\n<p style=\"text-align: justify;\"><strong>\u201cReported incidents off the Somali coast highlight the ongoing importance of a sustained naval presence in these trade-critical waters. We also commend the Gulf of Guinea authorities for the steps taken to reduce reported incidents, while recognising that crew members continue to be affected.\u00a0Sustained and strengthened cooperation between regional authorities, navies, international partners, and industry\u00a0remains\u00a0essential\u00a0to protect seafarers and safeguard trade.\u201d<\/strong><\/p>\n<h2 class=\"wp-block-heading has-h-3-font-size\" style=\"text-align: justify;\"><strong>Highest reported incidents in Singapore Straits\u00a0<\/strong><\/h2>\n<p style=\"text-align: justify;\">The Singapore Straits recorded the highest number of reported incidents in 2025 with 80 compared to 43 in 2024.\u00a0These\u00a0incidents account for more than half (58%) of the globally reported incidents\u00a0of 2025.<\/p>\n<p style=\"text-align: justify;\">While considered low level and opportunistic,\u00a0reported\u00a0incidents\u00a0in the Singapore Straits\u00a0note\u00a0a\u00a0disproportionate\u00a0increase in the carriage of guns,\u00a0with 27 reports in 2025 compared to eight in 2024. Fourteen crew were taken hostage, eight threatened, three injured and one assaulted.<\/p>\n<p style=\"text-align: justify;\">IMB reports\u00a0a\u00a0significant decline\u00a0in the number of\u00a0incidents\u00a0in these waters\u00a0in the last\u00a0half\u00a0of 2025,\u00a0after the Indonesian Marine Police apprehended two gangs in July 2025.<\/p>\n<p style=\"text-align: justify;\">Incidents reported within the Indonesian archipelago, show a\u00a0decrease\u00a0from 18 and 22 in 2023 and 2024 respectively to 12 in 2025.\u00a0In 2025, two crew members were taken hostage, and one threatened in separate incidents. Knives were reported in three incidents.<\/p>\n<p style=\"text-align: justify;\">The IMB Piracy\u00a0Reporting\u00a0Centre (PRC)\u00a0has also\u00a0expressed\u00a0concern of late reporting,\u00a0given that\u00a0timely\u00a0reporting supports preventive action and contributes directly to the safety of other vessels in the vicinity.<\/p>\n<p style=\"text-align: justify;\"><strong>\u201cTimely reporting is key to preventing further incidents and protecting other vessels in the area. Quick reactions and a focus on coordinating with response agencies, sending out warning broadcasts and email alerts to ships have all helped bolster security on the high seas.
