The demand follows the recent decision to continue exempting road transport from a parallel ETS mechanism and the lack of clear regulations on the distribution of the funds collected.<\/em><\/p>\n<p style=\"font-weight: 400; text-align: justify;\">Interferry is calling for an immediate halt on the further implementation of the EU ETS for the ferry sector, maintaining the surrendering obligation for maritime emissions frozen at the 70% level scheduled for 2025, and halting the planned increase to 100% in 2026.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><a href=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2024\/09\/Mike-Corrigan_CEO-Interferry-2-scaled.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-15860 alignright\" src=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2024\/09\/Mike-Corrigan_CEO-Interferry-2-scaled.jpg\" alt=\"\" width=\"272\" height=\"408\" srcset=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2024\/09\/Mike-Corrigan_CEO-Interferry-2-scaled.jpg 1707w, https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2024\/09\/Mike-Corrigan_CEO-Interferry-2-200x300.jpg 200w, https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2024\/09\/Mike-Corrigan_CEO-Interferry-2-683x1024.jpg 683w, https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2024\/09\/Mike-Corrigan_CEO-Interferry-2-768x1152.jpg 768w, https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2024\/09\/Mike-Corrigan_CEO-Interferry-2-1024x1536.jpg 1024w, https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2024\/09\/Mike-Corrigan_CEO-Interferry-2-1365x2048.jpg 1365w\" sizes=\"auto, (max-width: 272px) 100vw, 272px\" \/><\/a>\u201cThis action must remain in place until road transport is also in an ETS and funds collected are actually ringfenced for maritime decarbonization. The EU must deliver on its promise of a level playing field and ensure its climate policy supports, rather than financially drains, its most forward-looking transport sector,\u201d says Mike Corrigan, CEO of Interferry.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">Ferry services are critically important to Europe, with more than half of the world\u2019s gross RoRo- and passenger ship tonnage operating in European waters, transporting 400 million passengers and 200 million vehicles and freight units every year within the EU, significantly offloading the road network. Every euro of freight rate increase on ferries risks pushing freight volumes back to the already congested European road networks.\u00a0Interferry supports decarbonization of the maritime industry and accepted the EU ETS on the clear understanding that funds collected would actually be used for decarbonization and that road transport would also soon be included. The\u00a0EU Council recently decided to postpone the inclusion of road transport \u2013 raising significant concerns in the short sea shipping sector as to why end users of maritime transports, e.g. island communities, have to carry the full costs of ETS.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><a href=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2026\/01\/Johan-Roos_Director-of-Regulatory-Affairs-Interferry-scaled.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-19738 alignleft\" src=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2026\/01\/Johan-Roos_Director-of-Regulatory-Affairs-Interferry-scaled.jpg\" alt=\"\" width=\"228\" height=\"342\" srcset=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2026\/01\/Johan-Roos_Director-of-Regulatory-Affairs-Interferry-scaled.jpg 1709w, https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2026\/01\/Johan-Roos_Director-of-Regulatory-Affairs-Interferry-200x300.jpg 200w, https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2026\/01\/Johan-Roos_Director-of-Regulatory-Affairs-Interferry-684x1024.jpg 684w, https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2026\/01\/Johan-Roos_Director-of-Regulatory-Affairs-Interferry-768x1150.jpg 768w, https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2026\/01\/Johan-Roos_Director-of-Regulatory-Affairs-Interferry-1026x1536.jpg 1026w, https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2026\/01\/Johan-Roos_Director-of-Regulatory-Affairs-Interferry-1367x2048.jpg 1367w\" sizes=\"auto, (max-width: 228px) 100vw, 228px\" \/><\/a>\u201cThis exemption of road transport from the EU ETS creates an immediate, severe competitive disadvantage for RoRo and passenger ferries,\u201d says Johan Roos, Director Regulatory Affairs of Interferry. \u201cAs it stands now, ETS creates an adverse incentive, pushing goods and passengers back onto already congested road networks due to higher ferry costs. This directly contradicts the long-standing EU policy of modal shift from road to sea.\u201d<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">Furthermore, in October 2025 the IMO postponed the adoption of a global Greenhouse Gas (GHG) pricing mechanism for at least 12 months \u2013 a framework that was intended to replace the EU ETS and would have set clear guidelines for the use of the funds collected. Meanwhile, Interferry members operating to and from EU ports are taxed for their CO<sub>2<\/sub>\u00a0emissions without a clear provision on how the money is reinvested to mitigate greenhouse gas emissions, and without certainty when a global IMO regulation will come into force \u2013 if at all.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">\u201cThe EU ETS is taxing intra-EU ferry transport by approximately one billion euros per year, while we need support for production of e-fuels and substantial investments in electrification of EU ports for the benefit of charging electric-propulsion ships. Instead, the vast majority of these revenues are being diverted to national Member State budgets. This approach neither promotes competitivity nor cohesion and hinders the industry\u2019s ability to invest in cleaner technologies,\u201d adds Roos.<\/p>\n<p style=\"font-weight: 400;\"><u>\u00a0<\/u><\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><strong>Interferry\u00a0<\/strong>is the\u00a0global ferry trade association\u00a0with consultative status at the International Maritime Organization and similar influence\u00a0at the European Union as well as many other maritime governance authorities.
