The draft\u00a0workplan will be submitted to the Maritime Safety Committee (MSC 111) for approval in May 2026.<\/p>\n<p style=\"text-align: justify;\">The workplan will involve developing or amending existing safety regulations that are\u00a0under the purview of the SDC Sub-Committee, related to nuclear power;\u202fwind-propulsion and wind-assisted power; and\u202flithium-ion batteries and swappable traction battery containers on ships.<\/p>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/www.imo.org\/en\/mediacentre\/secretarygeneral\/pages\/sdc-12-closing-remarks.aspx\">Closing<\/a>\u00a0the 12th session of the Sub-Committee, which met from 19 to 23 January\u00a0in London, IMO Secretary-General Arsenio Dominguez said the completion of the work plan was\u00a0a \u201cmajor achievement\u201d.<\/p>\n<p style=\"text-align: justify;\">He added: \u201cThis will ensure that safety considerations evolve in parallel with the rapid technological progress driven by the IMO\u2019s\u00a0<a href=\"https:\/\/www.imo.org\/en\/ourwork\/environment\/pages\/2023-imo-strategy-on-reduction-of-ghg-emissions-from-ships.aspx\">Strategy on the Reduction of GHG Emissions from Ships<\/a>\u201d.<\/p>\n<p style=\"text-align: justify;\">Once the draft workplan is endorsed by the Maritime Safety Committee, IMO will work towards key milestones, including:<\/p>\n<ul style=\"text-align: justify;\">\n<li><strong>2028 (MSC 111)<\/strong>: Adoption of amendments to\u00a0<a href=\"https:\/\/www.imo.org\/en\/about\/conventions\/pages\/international-convention-for-the-safety-of-life-at-sea-%28solas%29%2c-1974.aspx\">SOLAS<\/a>\u00a0regulation II-1\/41 to allow for batteries to be used as the main source of electrical power and lighting systems.<\/li>\n<li><strong>2029 (MSC 116)<\/strong>: Approval of interim guidelines for the safety of ships using wind propulsion and wind-assisted power.<\/li>\n<li><strong>2030 (MSC 118)<\/strong>: Adoption of the revised Nuclear Code and amendments to SOLAS chapter VIII.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">The Sub-Committee established the SDC Correspondence Group on GHG Safety to compile and analyse information related to nuclear and wind power, as well as develop draft amendments to SOLAS regulation II-1\/41 to allow for batteries to be used as the main source of electrical power and lighting systems.<\/p>\n<p style=\"text-align: justify;\">The Correspondence Group will submit a written report to the next session of the Sub-Committee (SDC 13) in 2027.<\/p>\n<h4 style=\"text-align: justify;\"><strong>Actions to reduce underwater radiated noise from ships<\/strong><\/h4>\n<p style=\"text-align: justify;\">The Sub-Committee\u202ffurther progressed\u202fthe work of the Organization under\u202fthe\u202fAction Plan for the reduction of underwater radiated (URN) noise from commercial shipping (URN Action Plan), which was\u00a0<a href=\"https:\/\/www.imo.org\/en\/mediacentre\/meetingsummaries\/pages\/mepc-82nd-session.aspx\">approved at MEPC 82<\/a>\u00a0in 2024.<\/p>\n<p style=\"text-align: justify;\"><strong><em>Experience-building phase extended<\/em><\/strong><\/p>\n<p style=\"text-align: justify;\">After analysing and discussing lessons learned to date from the\u202fthree-year experience-building phase (EBP) initiated in 2024 from\u202fimplementing\u202fthe\u202fRevised guidelines for the reduction of underwater radiated noise from shipping to address adverse impacts on marine life\u202f(Revised URN Guidelines) (<a href=\"https:\/\/wwwcdn.imo.org\/localresources\/en\/MediaCentre\/Documents\/MEPC.1-Circ.906-Rev.1%20-%20Revised%20Guidelines%20For%20The%20Reduction%20Of%20Underwater%20Radiated.pdf\" target=\"_blank\" rel=\"noopener\">MEPC.1\/Circ.906\/Rev.1<\/a>), the Sub-Committee agreed to\u202finvite the Marine Environment Protection Committee\u202f(MEPC 84)\u202fto\u202fextend the EBP for two more years, with a\u202ftarget completion year\u202fin\u202f2028.<\/p>\n<p style=\"text-align: justify;\">Should this two-year extension of the EBP be agreed by MEPC 84, it would allow for an extended window to gain further experience in the application of the Revised URN Guidelines, providing\u202fmore time to address\u202fthe remaining gaps, needs and barriers related to the implementation of this IMO instrument.<\/p>\n<p style=\"text-align: justify;\"><em><strong>Draft technical guidance agreed for integrating energy-efficient and low irradiated noise solutions in ship design and retrofitting<\/strong><\/em><\/p>\n<p style=\"text-align: justify;\">The Sub-Committee agreed to the draft technical guidance on co-optimizing energy efficiency and underwater radiated noise at the design and retrofit stage with a view to approval by MEPC 84.<\/p>\n<p style=\"text-align: justify;\">This circular provides supplementary technical guidance on integrating URN reduction with energy efficiency (EE), recognizing the synergies between the two frameworks and drawing on experience gained EPB and the outcomes of URN\/EE workshops held in\u00a0<a href=\"https:\/\/www.imo.org\/en\/about\/events\/pages\/urn-workshop-2023.aspx\">2023<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.imo.org\/en\/about\/events\/pages\/2025-workshop-on-the-relationship-between-ship-energy-efficiency-and-underwater-radiated-noise.aspx\">2025<\/a>.<\/p>\n<p style=\"text-align: justify;\"><em><strong>Study on URN Emissions<\/strong><\/em><\/p>\n<p style=\"text-align: justify;\">The Sub-Committee agreed to the draft terms of reference for an IMO-commissioned study on URN emissions, and requested the IMO Secretariat to assess options to cover the cost of the study. The study will support the development of targets for reducing URN by generating in-water estimates and help in determining an URN baseline for ships, as well as for contemporary and future
