A needs assessment mission has been conducted in the Republic of the Congo (18-22 May), to review existing port processes and institutional frameworks and support preparations for the introduction of a Maritime Single Window (<\/span>MSW<\/span><\/span><\/a>) system at the Port of Pointe-Noire.<\/span>\u00a0<\/span><\/p>\n

\n

The\u202f<\/span>Maritime Single Window<\/span><\/span><\/a>\u202fis a digital platform that enables stakeholders and agencies involved in vessel arrival, stay and departure to exchange information through a single interface. By simplifying information sharing, the system is expected to reduce the time and costs linked to ship and cargo clearance procedures. Since 1 January 2024, all IMO Member States\u00a0<\/span>are required<\/span><\/span><\/a>\u00a0to establish MSW systems in ports to improve the efficiency of global shipping.<\/span>\u00a0<\/span><\/p>\n<\/div>\n

\n

The needs assessment mission was carried out by IMO consultants in collaboration with the Ministry of Transport, Civil aviation and Merchant Navy, the Port Administration, relevant Ministries and Public Agencies including customs and border agencies, Port Health Service, the Border Police and Immigration Service, as well as private-sector stakeholders such as shipping lines, agents, and terminal operators.\u00a0<\/span>\u00a0<\/span><\/p>\n<\/div>\n

The mission opening ceremony was presided over by H.E. Mr. Josu\u00e9 Rodrigue Ngouonimba, Minister of Transport<\/span>s<\/span>, Civil Aviation and Merchant Shipping of the Republic of Congo. The mission concluded with a meeting gathering the consultants, the Maritime and Port Administrations to review and validate the findings. \u202f\u202f\u00a0<\/span>\u00a0<\/span><\/p>\n<\/div>\n

Enhancing digital transformation<\/span>\u00a0<\/span>\u00a0<\/span><\/h3>\n<\/div>\n

A mission report outlining a roadmap for the development of the MSW in Pointe-Noire, together with key findings and recommendations aligned with IMO guidance, will support the next steps in implementation and the development of related digital tools.<\/span>\u00a0<\/span><\/p>\n<\/div>\n

\n

The report will support stakeholder mapping and provide clear directions to ensure the efficient and successful implementation of the MSW.\u202f\u00a0<\/span>\u00a0<\/span><\/p>\n<\/div>\n

The activity was delivered through IMO\u2019s\u00a0<\/span>Integrated Technical Cooperation Programme (ITCP)<\/span><\/span><\/a>\u00a0in close collaboration with the Ministry of Transport, Civil Aviation and Merchant Shipping of the Republic of the Congo.\u202f\u00a0<\/span>\u00a0<\/span><\/p>\n
