The contribution of the International Seabed Authority\u2019s African Academy for Deep Sea Diplomacy (ADSEA) to strengthening leadership in ocean governance across Africa was the focus of a side event\u00a0during\u00a0the margins of the\u00a031<\/span>st<\/span>\u00a0Session of the ISA Assembly.<\/span>\u00a0<\/span><\/p>\n

Delegates from ISA Member States and\u00a0other\u00a0stakeholders gathered on Wednesday, 29 July 2026, to hear from high-level representatives of the Government of Cameroon and participants in the ADSEA\u00a0programme.<\/span>\u00a0<\/span><\/p>\n

ADSEA forms part of the ISA\u2019s broader commitment to capacity development as a strategic investment, aligning with the ISA Capacity Development Strategy, and\u00a0has the government of the Republic of Cameroon\u00a0and the\u00a0International Relations Institute of Cameroon (IRIC), as official\u00a0hosting\u00a0partners.<\/span>\u00a0<\/span>\u00a0<\/span><\/p>\n

The first session of the ADSEA\u00a0programme,\u00a0including online\u00a0training session\u00a0from September to December 2025, and\u00a0in-person\u00a0training session\u00a0in\u00a0February 2026, in Yaound\u00e9, Cameroon,\u00a0<\/span>brought together 26 African diplomats and officials\u00a0from 16 African States, including SIDS, LDCs and LLDCs.\u00a0<\/span>\u00a0<\/span><\/p>\n

In her opening remarks, ISA Madam Secretary-General Leticia Carvalho\u00a0reminded that \u201c<\/span>African States helped shape Part XI of the United Nations Convention on the Law of the Sea and the 1994 Agreement\u201d,\u00a0adding that \u201cThat contribution must continue. African\u00a0expertise\u00a0needs to be present and heard as decisions concerning the Area are taken.\u00a0ADSEA helps meet this need.\u201d<\/span>\u00a0<\/span><\/p>\n

The\u00a0Secretary-General\u00a0of the\u00a0Ministry of External Relations\u00a0of the government of Cameroon, H.E.\u00a0Mr.\u00a0Oumarou\u00a0Chinmoun,\u00a0declared that the side event provided \u201can excellent opportunity to promote the ADSEA\u00a0programme, raise awareness, particularly among African Member States of the International Seabed Authority, as well as other States interested in this initiative,\u00a0and\u00a0advocate for the mobilization of the resources necessary to ensure its\u00a0successful\u00a0implementation.\u201d<\/span>\u00a0<\/span><\/p>\n

The\u00a0Permanent Representative of Cameroon to the United Nations and the ISA,\u00a0H.E. Ambassador Tommo Monthe, also presented his remarks during the panel,\u00a0noting that the ISA \u201chas played an important role over the years in providing opportunities to African nationals in building their capacities in issues relating to the Law of the Sea in General and ISA activities in particular, the ADESA\u00a0programme\u00a0being one of the various initiatives undertaken in that regard.\u201d<\/span>\u00a0<\/span><\/p>\n

The Ambassador affirmed that\u00a0\u201ccapacity building in ISA related matters means the acquisition of knowledge and expertise, of competence, in short, the freedom to think and act with full awareness, by African diplomats on issues concerning the seas and oceans in general and the seabed in particular.\u201d<\/span>\u00a0<\/span><\/p>\n

During the second panel, participants heard first-hand testimonials of two\u00a0ADSEA\u00a0alumnis.\u00a0For the\u00a0First\u00a0Secretary\u00a0of the\u00a0Mission of C\u00f4te d\u2019Ivoire to the United Nations, Ms.\u00a0Mockey\u00a0N\u00e9e Coulibaly\u00a0Horokia\u00a0Tialagnon,\u00a0participating in the training \u201cwas one of the most rewarding experiences\u201d of her professional journey, because the \u201cpioneering initiative is shaping\u00a0a\u00a0new generation\u00a0of African experts committed\u00a0to\u00a0advancing the\u00a0continent\u00b4s\u00a0role in the governance of the ocean and the resources of the deep-seabed Area.\u201d<\/span>\u00a0<\/span><\/p>\n

The\u00a0Legal Officer at the Ministry of Foreign Affairs of Lesotho,\u00a0Ms.\u00a0Makatiso\u00a0Morebotsane, Legal Officer at the Ministry of Foreign Affairs of Lesotho, highlighted the value of ADSEA\u2019s training for professionals from landlocked countries:<\/span>\u00a0<\/span><\/p>\n

\u201cAs a representative of a landlocked country, I had limited knowledge of the law of the sea. Through the\u00a0programme, I gained a deeper understanding of the legal regime\u00a0of the\u00a0Area and the principle that\u00a0deep-seabed\u00a0resources are the common heritage of humankind. The online training provided a strong theoretical foundation, while the in-person\u00a0section in Cameroon\u00a0helped translate that knowledge into a practical context.\u201d<\/span>\u00a0<\/span><\/p>\n

T<\/span>he next session of the ADSEA\u00a0Academy is scheduled for the first quarter of 2027.\u00a0<\/span>\u00a0<\/span><\/p>\n
