{"id":22054,"date":"2026-08-14T22:15:51","date_gmt":"2026-08-14T21:15:51","guid":{"rendered":"https:\/\/maritimafrica.com\/en\/?p=22054"},"modified":"2026-08-27T22:19:24","modified_gmt":"2026-08-27T21:19:24","slug":"enhancing-ghanas-legal-foundation-for-a-sustainable-blue-economy","status":"publish","type":"post","link":"https:\/\/maritimafrica.com\/en\/enhancing-ghanas-legal-foundation-for-a-sustainable-blue-economy\/","title":{"rendered":"Enhancing Ghana\u2019s Legal Foundation for a Sustainable Blue Economy"},"content":{"rendered":"<figure id=\"attachment_22055\" aria-describedby=\"caption-attachment-22055\" style=\"width: 975px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2026\/08\/group_photo_of_participants.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-22055\" src=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2026\/08\/group_photo_of_participants.jpg\" alt=\"Group photo of participantsUNDP Ghana\/Solace Mensah\" width=\"975\" height=\"537\" srcset=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2026\/08\/group_photo_of_participants.jpg 975w, https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2026\/08\/group_photo_of_participants-300x165.jpg 300w, https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2026\/08\/group_photo_of_participants-768x423.jpg 768w\" sizes=\"auto, (max-width: 975px) 100vw, 975px\" \/><\/a><figcaption id=\"caption-attachment-22055\" class=\"wp-caption-text\">Group photo of participants | UNDP Ghana\/Solace Mensah<\/figcaption><\/figure>\n<p class=\"text-align-justify\" style=\"text-align: justify;\">The Ministry of Fisheries and Aquaculture Development (MoFAD), with support from the United Nations Development Programme (UNDP) and the African Union Commission (AUC),\u00a0<span lang=\"EN-US\">have\u00a0<\/span>organized an inception meeting to kick-start the development of Ghana\u2019s Blue Economy Commission (Enabling) Bill.<\/p>\n<p class=\"text-align-justify\" style=\"text-align: justify;\">The meeting\u00a0<span lang=\"EN-US\">held virtually,<\/span>\u00a0brought together representatives from government ministries,\u00a0<span lang=\"EN-US\">departments and\u00a0<\/span>agencies,\u00a0<span lang=\"EN-US\">and\u00a0<\/span>development partners,\u00a0to discuss the proposed work plan, implementation approach and stakeholder engagement process.<span lang=\"EN-US\">\u00a0The<\/span>\u00a0Blue Economy Commission (Enabling) Bill, will provide a coordinated legal and institutional framework to guide the country\u2019s\u00a0<span lang=\"EN-US\">sustainable\u00a0<\/span>blue economy development.<\/p>\n<p class=\"text-align-justify\" style=\"text-align: justify;\">The\u00a0<span lang=\"EN-US\">development of the\u00a0<\/span>Bill<span lang=\"EN-US\">\u00a0falls under the\u00a0<\/span>Blue Economy Project of UNDP\u2019s Regional Bureau for Africa, funded by the European Union (EU)<span lang=\"EN-US\">.\u00a0Through collaboration<\/span>\u00a0with the Ministry of Fisheries and Aquaculture Development (MoFAD) and the African Union Commission (AUC)<span lang=\"EN-US\">, UNDP is supporting<\/span>\u00a0to strengthen governance of Ghana\u2019s blue economy through the development of policies, legal frameworks and institutions that promote the sustainable use of marine and aquatic resources while advancing economic growth, job creation and environmental protection.<\/p>\n<p class=\"text-align-justify\" style=\"text-align: justify;\">Opening the meeting,\u00a0<span lang=\"EN-US\">Mr.\u00a0<\/span>Fred Antwi<span lang=\"EN-US\">,\u00a0<\/span>Executive Director of the Ministry of Fisheries and Aquaculture Development, highlighted Ghana&#8217;s progress in advancing its green and blue economy agenda. He noted that the proposed legislation will provide the legal framework needed to strengthen coordination, improve governance and support the sustainable management of the country&#8217;s marine and aquatic resources.<\/p>\n<p class=\"text-align-justify\" style=\"text-align: justify;\"><em>&#8220;Developing the Blue Economy Commission Bill is more than drafting legislation; it is about creating the legal foundation needed to coordinate Ghana&#8217;s blue economy and ensure that our marine and aquatic resources contribute to sustainable national development. This process will only succeed through broad stakeholder participation and collaboration,&#8221;<\/em>\u00a0he noted.<\/p>\n<p class=\"text-align-justify\" style=\"text-align: justify;\">He also acknowledged the technical and financial support provided by UNDP and the African Union Commission, describing the partnership as critical to advancing Ghana&#8217;s blue economy objectives.<\/p>\n<p class=\"text-align-justify\" style=\"text-align: justify;\">Dr. Abdul-Razak Saeed, Head of the Environment and Climate at UNDP Ghana, reaffirmed UNDP&#8217;s commitment to supporting the Government of Ghana in achieving its development priorities.<\/p>\n<p class=\"text-align-justify\" style=\"text-align: justify;\">He noted that UNDP works with government across different development sectors to help achieve national priorities by providing technical\u00a0<span lang=\"EN-US\">and policy advisory support<\/span>,\u00a0<span lang=\"EN-US\">and fostering national and global\u00a0<\/span>strategic partnerships.<\/p>\n<p class=\"text-align-justify\" style=\"text-align: justify;\"><em>&#8220;At UNDP, we believe that strong partnerships are essential to achieving sustainable development. We are excited to support the Government of Ghana in developing this important legislation and will continue to provide technical expertise and strategic support to help build an inclusive and effective framework for the country&#8217;s blue economy&#8221;<\/em>.<\/p>\n<p class=\"text-align-justify\" style=\"text-align: justify;\">He\u00a0<span lang=\"EN-US\">further\u00a0<\/span>acknowledged the strong participation from government institutions, noting that collaboration across sectors would be essential to developing an inclusive and effective legal framework for Ghana&#8217;s blue economy.<\/p>\n<p class=\"text-align-justify\" style=\"text-align: justify;\">Dr. Godwin Djokoto, an Ocean Governance and Maritime Law Expert, Senior Lecturer at the University of Ghana and consultant for the\u00a0<span lang=\"EN-US\">development of the bill<\/span>, outlined the\u00a0<span lang=\"EN-US\">process, including<\/span>\u00a0reviewing relevant national, regional and international legal frameworks; identifying legal and institutional gaps; preparing the draft Blue Economy Commission (Enabling) Bill; facilitating stakeholder consultations; and finalising the Bill.<\/p>\n<p class=\"text-align-justify\" style=\"text-align: justify;\">He explained that the initial draft of the Bill is expected to be completed within 30 days, followed by consultations with key stakeholders, including representatives of government, civil society, academia, traditional authorities, the private sector, youth groups and other interested parties. The consultations will help ensure that the Bill reflects national priorities and commands broad stakeholder ownership.<\/p>\n<p class=\"text-align-justify\" style=\"text-align: justify;\">The inception meeting set the Bill-development process in motion, with the next phase centred on drafting and broad stakeholder consultation. The process is expected to produce a nationally owned framework capable of translating Ghana\u2019s blue economy ambitions into coordinated action and lasting benefits for people, livelihoods and the
