{"id":22063,"date":"2026-08-03T22:43:17","date_gmt":"2026-08-03T21:43:17","guid":{"rendered":"https:\/\/maritimafrica.com\/en\/?p=22063"},"modified":"2026-08-27T22:46:39","modified_gmt":"2026-08-27T21:46:39","slug":"imo-completes-first-global-audit-cycle-of-its-member-states","status":"publish","type":"post","link":"https:\/\/maritimafrica.com\/en\/imo-completes-first-global-audit-cycle-of-its-member-states\/","title":{"rendered":"IMO completes first global audit cycle of its Member States"},"content":{"rendered":"<p><a href=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2026\/08\/IMSAS_July-2026.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-22064\" src=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2026\/08\/IMSAS_July-2026.png\" alt=\"\" width=\"1000\" height=\"1000\" srcset=\"https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2026\/08\/IMSAS_July-2026.png 1000w, https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2026\/08\/IMSAS_July-2026-300x300.png 300w, https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2026\/08\/IMSAS_July-2026-150x150.png 150w, https:\/\/maritimafrica.com\/en\/wp-content\/uploads\/2026\/08\/IMSAS_July-2026-768x768.png 768w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><\/a><\/p>\n<div class=\"summary\">\n<p style=\"text-align: justify;\"><strong>IMO has completed the first audit cycle under the IMO Member State Audit Scheme (<a href=\"https:\/\/www.imo.org\/en\/ourwork\/msas\/pages\/default.aspx\" target=\"_blank\" rel=\"noopener\">IMSAS<\/a>), with 168 Member States audited on how effectively they implement IMO regulations, since the Scheme became mandatory in 2016.\u00a0<\/strong><\/p>\n<\/div>\n<div class=\"body\">\n<p style=\"text-align: justify;\">The International Maritime Organization (IMO) has completed the first audit cycle under the IMO Member State Audit Scheme (<a href=\"https:\/\/www.imo.org\/en\/ourwork\/msas\/pages\/default.aspx\" target=\"_blank\" rel=\"noopener\">IMSAS<\/a>), with 168 Member States audited on how effectively they implement IMO regulations, since the Scheme became mandatory in 2016.<\/p>\n<p style=\"text-align: justify;\">IMSAS helps Member States strengthen how they implement and enforce IMO regulations, making shipping safer, more\u00a0secure\u00a0and more environmentally sustainable.<\/p>\n<p style=\"text-align: justify;\">With 94% of IMO Member States audited, the first cycle\u00a0represents\u00a0one of the most extensive collective assessments of global maritime governance ever undertaken.<\/p>\n<h4 style=\"text-align: justify;\">Audits driving stronger technical\u00a0assistance<\/h4>\n<p style=\"text-align: justify;\">The first audit cycle has generated a valuable body of evidence on how IMO instruments are being implemented around the world.<\/p>\n<p style=\"text-align: justify;\">Audit findings, corrective action plans (CAPs) and the analysis of\u00a0consolidated\u00a0audit reports (CASRs) have highlighted recurrent areas requiring attention and their underlying root causes.<\/p>\n<p style=\"text-align: justify;\">This information enables IMO to target technical\u00a0assistance\u00a0where it is needed most, helping Member States address gaps, implement corrective actions, and enhance the implementation and enforcement of applicable IMO instruments.<\/p>\n<p style=\"text-align: justify;\">It also supports the implementation of IMO&#8217;s Capacity-Development Strategy (<a href=\"https:\/\/wwwcdn.imo.org\/localresources\/en\/KnowledgeCentre\/IndexofIMOResolutions\/AssemblyDocuments\/A.1205%2834%29.pdf\" target=\"_blank\" rel=\"noopener\">resolution A.1205(34)<\/a>), which\u00a0recognises\u00a0IMSAS outcomes as a key driver in shaping needs-based capacity-development programmes and projects under the Organization\u2019s thematic technical cooperation framework.<\/p>\n<h4 style=\"text-align: justify;\">Second cycle begins in 2027<\/h4>\n<p style=\"text-align: justify;\">The second audit cycle will\u00a0commence\u00a0in July 2027 under the revised Framework and Procedures for IMSAS (<a href=\"https:\/\/wwwcdn.imo.org\/localresources\/en\/KnowledgeCentre\/IndexofIMOResolutions\/AssemblyDocuments\/A.1211%2834%29.pdf\" target=\"_blank\" rel=\"noopener\">resolution A.1211(34)<\/a>).<\/p>\n<p style=\"text-align: justify;\">The revised Scheme introduces the IMSAS Continuous Monitoring Mechanism (ICMM), featuring a more risk-based, data-driven\u00a0and transparent approach.
