We need 4 actions to stop crime at sea: implement intl framework, build capacities, partnerships &amp; SDG-centred crime prevention <a href=\"https:\/\/t.co\/zw8Zk68Whu\">https:\/\/t.co\/zw8Zk68Whu<\/a> <a href=\"https:\/\/t.co\/wBYXm0dJwb\">pic.twitter.com\/wBYXm0dJwb<\/a><\/p>&mdash; GhadaFathiWaly (@GhadaFathiWaly) <a href=\"https:\/\/twitter.com\/GhadaFathiWaly\/status\/1424740363898605569?ref_src=twsrc%5Etfw\">August 9, 2021<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n\n<div class=\"field field-name-field-news-story-lead field-type-text-long field-label-hidden\">\n<div class=\"field-items\">\n<div class=\"field-item even\">\n<p style=\"text-align: justify;\"><strong>Despite an overall decrease in maritime traffic due to the COVID-19 pandemic, piracy and armed robbery of ships rose by nearly 20 per cent during the first half of last year, a senior UN official told the Security Council on Monday.\u00a0<\/strong><\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"paragraphs-items paragraphs-items-field-news-story paragraphs-items-field-news-story-full paragraphs-items-full\">\n<div class=\"field field-name-field-news-story field-type-paragraphs field-label-hidden\">\n<div class=\"field-items\">\n<div class=\"field-item even\">\n<div class=\"entity entity-paragraphs-item paragraphs-item-one-column-text\">\n<div class=\"content\">\n<div class=\"field field-name-field-text-column field-type-text-long field-label-hidden\">\n<div class=\"field-items\">\n<div class=\"field-item even\">\n<p style=\"text-align: justify;\">Addressing a high-level debate on enhancing security for seafarers, Maria Luiza Ribeiro Viotti, the UN Secretary-General\u2019s Chef de Cabinet, highlighted the need for stronger international cooperation.\u00a0\u00a0<\/p>\n<div class=\"dnd-widget-wrapper context-un_news_default type-twitter atom-align-right\" style=\"text-align: justify;\">\n<div class=\"dnd-atom-rendered\">\n<div class=\"twitter-tweet twitter-tweet-rendered\"><span style=\"font-size: 15px;\">Incidents in Asia have nearly doubled, while West Africa, the Straits of Malacca and Singapore, and the South China Sea, were the most affected areas, she said.\u00a0<\/span><\/div>\n<\/div>\n<\/div>\n<p style=\"text-align: justify;\">The \u201cunprecedented\u201d levels of insecurity in the Gulf of Guinea, and more recently in the Persian Gulf and Arabian Sea, were also particularly concerning.\u00a0<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<p>\u00a0<\/p>\n<div class=\"field-item even\">\n<div class=\"entity entity-paragraphs-item paragraphs-item-one-column-text\">\n<div class=\"content\">\n<div class=\"field field-name-field-text-column field-type-text-long field-label-hidden\">\n<div class=\"field-items\">\n<div class=\"field-item even\">\n<h5 style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Growing interlinked threats<\/strong><\/span>\u00a0<\/h5>\n<blockquote>\n<p style=\"text-align: justify;\">&#8220;Maritime insecurity is also compounding the terrorist threat emerging from the Sahel,\u201d Ms. Viotti told ambassadors. \u00a0<\/p>\n<\/blockquote>\n<p>\u00a0<\/p>\n<blockquote>\n<p style=\"text-align: justify;\">\u201cThese growing and interlinked threats call for a truly global and integrated response. A response that addresses these challenges directly as well as their root causes &#8211; including poverty, a lack of alternative livelihoods, insecurity, and weak governance structures.\u201d\u00a0<\/p>\n<\/blockquote>\n<p style=\"text-align: justify;\">Maritime security is also being undermined by challenges around contested boundaries and navigation routes, and depletion of natural resources through illegal or unreported fishing, Ms. Viotti added. \u00a0<\/p>\n<p style=\"text-align: justify;\">She said the meeting, held via videoconference, was a chance to further advance global action on a vital but complex issue as all countries are affected, whether they are coastal or landlocked.\u00a0<\/p>\n<p>\u00a0<\/p>\n<h5 style=\"text-align: justify;\"><strong>\u2018<span style=\"color: #3366ff;\">Shared global commons<\/span>\u2019\u00a0<\/strong><\/h5>\n<p style=\"text-align: justify;\">The open debate was organized by India, which holds the rotating presidency of the\u00a0<a class=\"word-link\" title=\"United Nations Security Council\" href=\"https:\/\/www.un.org\/securitycouncil\/\" target=\"_blank\" rel=\"noopener\">Security Council<\/a>\u00a0this month.\u00a0<\/p>\n<p style=\"text-align: justify;\">For the country\u2019s Prime Minister, Narendra Modi, oceans are \u201cour shared global commons\u201d and the \u201clifeline\u201d of international trade. \u00a0The UN estimates that more than three billion people worldwide, mainly in developing countries, depend on the ocean for their livelihood and well-being.\u00a0<\/p>\n<blockquote>\n<p style=\"text-align: justify;\">\u201cHowever, today this common maritime heritage of ours faces various types of threats,\u201d said Mr. Modi. \u201cMaritime routes are being misused for piracy and terrorism. There are maritime disputes between several countries. And climate change and natural disasters are also challenges to the maritime domain.\u201d \u00a0<\/p>\n<\/blockquote>\n<p>\u00a0<\/p>\n<h5 style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>From commitment to action\u00a0<\/strong><\/span><\/h5>\n<p style=\"text-align: justify;\">Ms. Viotti highlighted legal instruments that uphold maritime security, such as the<a href=\"https:\/\/www.un.org\/depts\/los\/convention_agreements\/convention_overview_convention.htm\">\u00a0UN Convention on the Law of the Sea.\u00a0<\/a><\/p>\n<blockquote>\n<p style=\"text-align: justify;\">\u201cBut this framework is only as strong as countries\u2019 commitment to full and effective implementation,\u201d she stressed. \u201cWe need to translate commitment into action.\u201d\u00a0<\/p>\n<\/blockquote>\n<p style=\"text-align: justify;\">The UN has welcomed moves by the international community to strengthen cooperation on maritime security. \u00a0The Organization also supports regional initiatives, including to fight piracy off the coast of Somalia and to try and cut down on the armed robbery of ships in Asia.\u00a0<\/p>\n<p>\u00a0<\/p>\n<h5 style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Global programme afloat\u00a0<\/strong><\/span><\/h5>\n<p style=\"text-align: justify;\">Ghada Waly, Executive Director at the UN Office on Drugs and Crime (<a class=\"word-link\" title=\"UN Office on Drugs and Crime\" href=\"https:\/\/www.unodc.org\/\" target=\"_blank\" rel=\"noopener\">UNODC<\/a>) reported that a 2009 programme, initially established to address the Somali piracy threat, is now its largest initiative, with a budget that has grown from $300,000 to over $230 million.\u00a0<\/p>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/www.unodc.org\/unodc\/en\/piracy\/index.html\">The Global Maritime Crime Programme\u00a0<\/a>encompasses some 170 personnel based in 26 countries who provide capacity building and support for legal reform, simulated trials and maritime training centres.\u00a0<\/p>\n<blockquote>\n<p style=\"text-align: justify;\">\u201cYet, the challenges to maritime security continue to grow, and our responses must keep up,\u201d\u00a0<a href=\"https:\/\/www.unodc.org\/unodc\/en\/speeches\/2021\/unsc-maritime-090821.html\">said<\/a>\u00a0Ms. Waly.\u00a0<\/p>\n<\/blockquote>\n<p style=\"text-align: justify;\">The UN agency chief encouraged the Security Council to take action towards implementing the related legal framework, building capabilities, expanding partnerships and promoting crime prevention response. \u00a0She underscored the need to reduce vulnerabilities.\u00a0<\/p>\n<blockquote>\n<p style=\"text-align: justify;\">\u201cPirates, criminals, and terrorists exploit poverty and desperation to seek recruits, gain support, and find shelter. To counter these threats, we need to raise awareness and educate people, especially youth, while providing alternative livelihoods and support for local businesses,\u201d said Ms.
