Liberia – LiMA Briefs President Boakai on Record-Breaking Performance of the Liberian Flag
A high-level delegation from the Liberia Maritime Authority (LiMA) on Monday provided Liberian President Joseph Nyuma Boakai, Sr. with a comprehensive overview of the Authority’s activities and achievements at the Executive Mansion in Monrovia.
During the meeting, the Commissioner/CEO of LiMA, Cllr. Neto Zarzar Lighe Sr., informed President Boakai that Liberia continues to consolidate its dominance in the global maritime sector, retaining its position as the world’s largest shipping registry for the third consecutive year.
According to Commissioner Lighe, the Liberian Registry recorded nearly 300 million gross tons (GT) as of November 1, 2025, representing a 3.2 percent increase compared to the same period in 2024. He noted that Liberia has widened its lead over its closest competitor by nearly 45 million gross tons, further solidifying its status as the leading flag state in global shipping.
The LiMA Boss also disclosed that Liberia was re-elected to Category “A” of the International Maritime Organization (IMO) Council, the highest decision-making body of the IMO. He emphasized that Liberia’s fleet is globally recognized as one of the safest, environmentally friendly, and highest-performing in the world.
Commissioner Lighe added that Liberia remains white-listed for its exceptional performance, a reflection of its adherence to international maritime safety and environmental standards. He assured President Boakai that the LiMA team remains fully committed to sustaining Liberia’s leadership position in global maritime affairs.
He further expressed appreciation to President Boakai for the strong support his administration continues to provide to the Liberia Maritime Authority.
In response, President Boakai commended LiMA for the impressive gains achieved in maintaining the stature and integrity of the Liberian maritime program. The Liberian Chief Executive encouraged the delegation to continue working in the best interest of the Liberian people while fully institutionalizing international best practices.
Other members of the delegation included Cllr. Margaret Ansumana, Senior Deputy Commissioner for Maritime Affairs; Mr. Emmanuel Reeves, Senior Deputy Commissioner for Financial Affairs; and Adam Cohen and Elan Cohen, Co-Chairs of the Liberia International Ship & Corporate Registry (LISCR).
As of early 2025, Liberia’s registry oversaw more than 286 million gross tons, accounting for approximately 17 percent of the global shipping market. By the final quarter of the year, the Liberian maritime program expanded further, with the total fleet size approaching 300 million gross tons, marking one of the strongest annual growth performances among major international shipping registries.
