Official Launch of the Integrated Fisheries and Maritime Economy Management System Through the KONKÖE Platform: The Republic of Guinea Accelerates the Digitalisation of the Fisheries Sector and Strengthens Its Sovereignty Over Fishery Resources

Who fishes in Guinean waters? What is being caught? And who is authorised to exploit these resources? Guinea is now seeking to provide more reliable, transparent and accessible answers to these essential questions of maritime governance through digital technology.

On Monday, 26 October 2026, in Conakry, the Ministry of Fisheries and Maritime Economy officially launched KONKÖE, the Integrated Fisheries and Maritime Economy Management System (Système intégré de gestion de la pêche et de l’économie maritime – SIGPEM), a platform designed to modernise administrative procedures and improve the monitoring of activities across the sector.

The ceremony was chaired by Mr Djiba DIAKITÉ, Minister and Chief of Staff to the Presidency and Chairman of the Simandou Strategic Committee. It brought together several members of the Government and senior State officials, including the Secretary-General of the Presidency, General Amara CAMARA, and the Governor of the City of Conakry, Mahawa SYLLA.

Modernising Maritime Administration

With KONKÖE, the Republic of Guinea is taking another step forward in the digital transformation of its public administration. The platform makes it possible to centralise and monitor procedures, particularly those relating to the issuance of fishing licences and certificates. Its objectives are to simplify procedures for users, reduce processing times, strengthen operational traceability and secure public revenue.

For industry professionals, who have long faced complex administrative formalities, this development paves the way for smoother interactions with government services. The digitalisation of procedures is expected to reduce paperwork, minimise delays and provide greater visibility into the processing of applications.

Opening the series of speeches, Conakry Governor Mahawa SYLLA welcomed this modernisation initiative, highlighting the importance of digital technology in improving the quality of public services, strengthening transparency and facilitating administrative procedures.

Speaking on behalf of fisheries professionals, the Vice-President of the National Confederation of Fisheries Professionals of Guinea highlighted the significance of this innovation for stakeholders across the sector. Women fish traders, who are also directly affected by this reform, expressed their satisfaction through their representatives, welcoming the prospects for simplified procedures and time savings offered by the new platform.

Following the technical presentation of KONKÖE, the project’s partner, Karity & Co Holding, welcomed the completion of this digital initiative. The Minister of Fisheries and Maritime Economy, who has overseen the project since its launch, outlined the ambitions of the reform and its expected contribution to the modernisation of Guinea’s maritime administration.

A Governance Tool Supporting Simandou 2040

Speaking as honorary chair of the ceremony, Mr Djiba DIAKITÉ welcomed the launch of SIGPEM as a development that goes beyond the mere modernisation of administrative procedures. He placed the initiative within the vision of His Excellency Mamadi DOUMBOUYA, President of the Republic and Head of State, who has placed administrative transformation, national resource management and the effectiveness of public action at the heart of the country’s development ambitions.

This approach aligns with the objectives of the Simandou 2040 programme. In this context, digitalisation is a governance tool that enables the State to access better-structured data, improve oversight of activities and strengthen the management of strategic sectors.

The name KONKÖE also carries cultural significance. Borrowed from the Soussou language, it refers to the mâchoiron fish, reflecting the intention to combine technological innovation with the country’s realities and heritage, as explained by the Minister of Fisheries and Maritime Economy, Fatima CAMARA.

First Fishing Licence Signed Through KONKÖE

A key moment of the ceremony was the signing of the very first fishing licence through KONKÖE, marking a concrete milestone in the platform’s implementation. Beyond its official launch, the priority now is to ensure that the relevant government departments and industry professionals adopt and use the platform effectively, so that its expected benefits translate into tangible improvements in their daily activities.

KONKÖE further strengthens Guinea’s digital ecosystem, alongside other solutions such as TÉLÉMO, DAMANDA, FUGAS, SONEYA and KAÏDI. These initiatives illustrate the authorities’ determination to make digital technology a cross-cutting driver of public service modernisation.

In a sector as strategic as fisheries, where national sovereignty, food security, wealth creation and resource conservation intersect, access to reliable information and improved operational traceability are major priorities.

Through KONKÖE, Guinea is therefore equipping itself with a new tool to better understand, regulate and maximise the value of its fishery resources. The success of this reform will ultimately be measured by its ability to establish simpler procedures, more transparent management and maritime public services that better serve both the State and industry professionals.
