Egypt: Transport Minister Witnesses Signing of MoU Between Alexandria Port Authority, Hassan Allam Utilities and Al Tarek Capital for Real Estate Asset Management

In implementation of the directives of President Abdel Fattah El-Sisi to position Egypt as a regional hub for transport, logistics and transit trade, while strengthening partnerships with the private sector in the implementation of investment and service projects, Egypt’s Minister of Transport witnesses the signing of a memorandum of understanding between the Alexandria Port Authority, Hassan Allam Utilities and Al Tarek Capital for Real Estate Asset Management to establish an integrated regional and international distribution, re-export and logistics services centre in the western hinterland of Dekheila Port.

Minister: The project will cover an area of 273,000 square metres and help strengthen the port’s position as a regional trade and logistics hub in the Eastern Mediterranean.

General Engineer Kamel El-Wazir, Minister of Transport, witnessed the signing ceremony of a memorandum of understanding between the Alexandria Port Authority, Hassan Allam Utilities and Al Tarek Capital for Real Estate Asset Management. The agreement provides for a feasibility study for the establishment, development and operation of an integrated regional and international centre for distribution, re-export and value-added logistics services in the western hinterland of Dekheila Port, covering an area of 273,008 square metres.

The memorandum was signed by Rear Admiral Ehab Salah El-Din, Chairman of the Alexandria Port Authority, and Engineer Amr Allam, Co-Chief Executive Officer of Hassan Allam Holding and Chairman of Hassan Allam Utilities.

The ceremony was attended by Major General Dr Nehad Shahin, Deputy Minister of Transport for Maritime Transport; Major General Ashraf El-Lozy, Assistant Minister for Authorities and Companies; Engineer Mohamed Fathy, Head of the Central Administration for Investment and Adviser to the Minister for Maritime Transport; and Engineer Hassan Allam, Chairman and Chief Executive Officer of Hassan Allam Holding.

General Engineer Kamel El-Wazir stressed that the signing of the memorandum comes in implementation of the directives of President Abdel Fattah El-Sisi to position Egypt as a regional hub for transport, logistics and transit trade, while maximising the benefits of its strategic geographical location.

The initiative also forms part of the Ministry of Transport’s plan to develop Egyptian ports, optimise the use of their assets and capabilities, and strengthen partnerships with the private sector in investment and service projects, thereby supporting sustainable economic development and the national economy.

The minister explained that the project aims to open up new investment opportunities in logistics activities at Dekheila Port by providing a comprehensive range of services, including storage, cargo handling, distribution, re-export, final product preparation and light manufacturing.

These activities are expected to generate added value for the goods handled, improve services provided to exporters and importers, enhance the port’s competitiveness and increase its ability to attract investment and regional and international trade flows. The project will also support the integration of Egyptian ports into global supply chains and international trade networks.

The Minister of Transport noted that expanding the development of integrated logistics centres is one of the main pillars of the ministry’s strategy to maximise the economic returns generated by Egyptian ports. The objective is to transform them from facilities primarily dedicated to receiving vessels and handling cargo into integrated hubs for trade and logistics services.

This transformation will strengthen Egypt’s position as a regional transport and trade hub, particularly in the Eastern Mediterranean.

The minister instructed all parties that signed the memorandum to intensify their meetings in the coming period to accelerate the preparation and signing of an agreement setting out the project’s terms and conditions, paving the way for implementation to begin.

For his part, Engineer Amr Allam, Co-Chief Executive Officer of Hassan Allam Holding and Chairman of Hassan Allam Utilities, stated:

“The transport and logistics sector is one of the key pillars of our investment strategy. We see promising opportunities to strengthen integration between ports, distribution networks and industrial activities, helping improve cargo flows and opening up broader market access opportunities for businesses.

“The Dekheila Port centre reflects this approach through its connection to the port and the value-added logistics services it will provide. It will support more efficient and competitive supply chains while strengthening Egypt’s position as a regional hub for transport, logistics and transit trade.”
