Government Breaks Ground for Modern Fisheries Complex to Boost Liberia’s Blue Economy
The Government of Liberia has broken ground for a modern Fisheries Complex for the National Fisheries and Aquaculture Authority (NaFAA), marking what officials describe as “a major step toward strengthening institutional capacity and advancing sustainable economic growth in the fisheries sector.”
Speaking on behalf of President Joseph Nyuma Boakai, Sr., Ambassador Charles Snetter, Ambassador At-Large in the office of the president described the project as “a reflection of the Government’s ARREST Agenda for Inclusive Development,” which prioritizes infrastructure development, institutional strengthening, and improved service delivery.
The Ambassador, who spoke as a proxy for the Minister of State, Hon. Samuel A. Stevquoah, emphasized that “the initiative represents a strategic shift toward establishing permanent public infrastructure, reducing reliance on rented facilities, and enhancing operational efficiency and long-term cost savings.”
On behalf of the Government of Liberia, Ambassador Snetter expressed appreciation to the World Bank and other development partners for their continued support, reaffirming “Liberia’s commitment to transparency, accountability, and results-driven development.”
NaFAA Director General J. Cyrus Saygbe, Sr. hailed the groundbreaking as “a transformative milestone,” noting that the facility will serve as “a centralized hub to improve efficiency, support fisherfolk, and drive inclusive growth across coastal and inland communities.”
Director General Saygbe underscored that “the sector is playing a critical role in job creation, food security, and youth and women empowerment,” while highlighting the complex as a key complement to plans for a modern fishing port.
According to him, “the project symbolizes national resilience and a shared vision to harness Liberia’s marine resources sustainably.”
Both speakers stressed that the Fisheries Complex will not only strengthen governance and coordination within the sector, but also “stand as a lasting symbol of progress, unity, and the country’s commitment to building a more resilient and prosperous blue economy.”
The program was also graced by the Chair of the Committee on Agriculture, Fishery and Forestry of the Liberian Senate; Honorable Wellington Gevon-Smith, the head of the National Oil Company of Liberia (NOCAL); Honorable Fabien Lai, the Deputy Minister for Operations of the Ministry of National Defense; Honorable Spencer Leeco, among others.
