Seychelles Ports Authority Holds Pre-Bidding Meeting for Port Victoria Rehabilitation & Extension Project (PVREP)

The Seychelles Ports Authority (SPA) held a pre-bidding meeting on Wednesday, 17th June 2026, with representatives of companies that have expressed their willingness and purchased the Request for Pre-Qualification (RFPQ) documents for the “Design & Build, Finance, Operate, Maintain and Transfer (DBFOMT) of the Containerized and General Cargo Terminal at Port Victoria.”

SPA officially launched the RFPQ on 08th June 2026 for the selection of a Concessionaire to undertake the Design, Build, Finance, Operate, Maintain and Transfer (DBFOMT) of the Containerized and General Cargo Terminal at Port Victoria.

To date, a total of 15 companies have collected the pre-qualification documents. The pre-qualification process is set to be completed by 07th August 2026.

The meeting provided clarification on the tender requirements, ensuring the tender process is conducted fairly, transparently, and in accordance with established procurement procedures.

The meeting this morning was led by the Chief Executive Officer of SPA, Mr Pierre Prosper, together with members of SPA’s executive management who are part of the project team. Also in attendance were the Principal Secretary for the Department of Ports and Civil Aviation, Mr David Bianchi, the Chairperson of the SPA Board, Mr. Charles De Clarisse, and the Director of the Procurement Oversight Unit (POU), Ms Annie Dugasse.
