Supporting port digitalization in Cabo Verde
A needs assessment mission was conducted in Cabo Verde (8-12 June) to support the future implementation of a Maritime Single Window (MSW) system in the Port of Mindelo.
The Maritime Single Window is a centralized digital platform designed to streamline communication among a wide range of stakeholders and agencies involved in the arrival, stay and departure of ships.
By enabling information to be submitted through a single interface, the system is expected to reduce the time and costs associated with port procedures for ship and cargo clearance. It is mandatory for all IMO Member States since January 2024.
The needs assessment mission was carried out by IMO consultants in close collaboration with the Maritime and Port Institute of Cabo Verde (IMP), the Port Administration, relevant Ministries and Public Agencies including customs and border agencies, Port Health Service, the Border Police and Immigration Service, as well as private-sector stakeholders such as shipping lines, agents, and terminal operators.
Maritime and Port Administrations reviewed the findings and began discussions on the next steps forward.
Roadmap for implementation
A comprehensive mission report will be produced outlining a roadmap to support the design and deployment of the MSW in the port of Mindelo. The report will present key findings, analytical insights and practical recommendations, aligned with IMO principles and guidance, as well as the development of supporting digital tools.
The report will support stakeholder mapping and provide recommendations on governance, coordination and capacity-building to facilitate the effective implementation of the MSW.
