Madagascar – Port Security: U.S. Coast Guard Assesses Security Measures at the Port of Toamasina
On August 4, 2026, the Grand Port of Toamasina hosted a delegation from the U.S. Coast Guard as part of the International Port Security (IPS) Program.
Following a notification published on February 12, 2026, the U.S. Coast Guard issued a Port Security Advisory revoking the exemptions previously granted to Madagascar, effective February 25, 2026. This decision resulted in increased controls and inspections for all vessels that had called at Malagasy ports before proceeding to the United States.
The mission at the Port of Toamasina is part of an assessment and support initiative, with the following main objectives:
- Assess and inspect the effectiveness of security measures implemented in accordance with the requirements of the ISPS Code;
- Share international best practices to prevent port security risks and threats;
- Strengthen information monitoring and situational awareness regarding port security and maritime navigation safety;
- Enhance compliance with international standards and the security of port operations and flows;
- Support port facilities in addressing weaknesses identified during inspections;
- Contribute to the protection of ports and the security of international trade;
- Strengthen cooperation between Madagascar and the United States for safer maritime transportation.
This visit demonstrates the continued commitment of the Port of Toamasina to strengthening its security measures, aligning with international standards, and ensuring a reliable, secure, and competitive port environment in support of maritime trade.
